    Sir I think 13th solution is wrong and also 15tg one sensitivity of isochronous governor is ZERO it is not INFINITE Please check and respond positively

    To keep the maximum fluctuation of speed within specified limits for a given maximum fluctuation of kinetic energy a flywheel is attached to the crank shaft.
    So Primary function of flywheel is to limit the fluctuation of speed during each cycle
